Movement for Promoting National Values and Principles (MPNVP) an Organization shouldering a heavy mandate of Actualizing, Upholding, Implementing and Promoting National Values and Principles is getting extremely concerned by lack of coordination and discrepancies in the Office of Presidency!
Every day, it is becoming more apparent and imminent that the Office of Presidency is not only being overlooked but usurped and sidelined by some people who are surrounding the Republican President.
WHAT IS THE OFFICE OF PRESIDENCY?
This is an Institution entrusted to run affairs of the Republican President. It is an important, delicate and sensitive wing that aims at serving the interests of the Head of State.
The Office of Presidency has a responsibility of transmitting vital information of all the happenings in the Country. The President is constantly kept abreast of all the happenings in the Country. Often, the Office of Presidency furnish the Head of State with all necessary details long before it reaches ordinary citizens.
It is the Office of Presidency that presides on all affairs of the Head of State including his Security, Movements and Wellbeing. Protocol Officers under Office of Presidency often go ahead of the President in ensuring that the visits and all the movements being made are a success.
The Office of Presidency help in conducting Intelligence Search on all those whose appointments fall under the jurisdiction and oversight of the President. By the time the Republican President is making any pronouncement on national matters, it is assumed and believed that the Office of Presidency have dilligently, profoundly and prudently done their ground work.
THERE ARE SERIOUS GAPS IN THE OPERATIONS OF OFFICE OF PRESIDENCY.
The gaps, Inefficiencies, Irregularities, Anomalies, Inconsistencies and Constitutional breaches in the operations of the Office of Presidency has been in existence from the first day President Hakainde Hichilema was Sworn In Office.
Below are some of the serious anomalies observed; -
- ALLOWING AN UNKNOWN PERSON RECEIVING THE INSTRUMENTS OF POWER.
It is a well documented issue that when the sixth (6th) Republican President Dr. Edgar Chagwa Lungu was handing over Instruments of Power to his successor, an unknown person called 'Benjin or China Man' was the recipient instead of the designated Security personage who stand next to the President.
- THE USAGE OF AN UNOFFICIAL REGISTERED PRIVATE VEHICLE FROM HEROES STADIUM.
Immediately President Hakainde Hichilema was officially sworn In and given the Instruments of Power, he ceased being a private individual. Automatically he became a National Trophy, a National Asset, a Statesman, a National Silvenear, a National property, a Commander In Chief of the Armed Forces and a number One Civil Servant.
It is Unheard off, a Taboo, an Illogical, Unethical, a Serious anomaly and failure to respect Government Protocols and Ettiquettes allowing a private registered vehicle carrying the Sworn In President. Worse still, it is a Constitutional Breach mounting a Court of Arm on a Private Vehicle.
- FAILURE TO SHIFT INTO STATE HOUSE.
While the Official Residence of a Republican President is not directly enshrined in the Constitution of Zambia, it is a known fact that anyone who becomes the Republican President of Zambia automatically get occupied at Nkwazi House and operate from State House Office.
State House was originally designed as an official residence for anyone who becomes the Head of State. The House though is equipped with State Security features and is strategically positioned next to a Military Barrack in case of any attempt by some unscrupulous people taking over Governance of the Country.
Although State House might not appear lucrative and gorgeous to the liking of others, it contains all Security features needed for the protection of the President.
Some previous Heads of State like President Michael Chilufya Sata were hesitant shifting into State House but were made to comply by the Office of Presidency. There is literally no explanation nor justification that can be enough to qualify anyone staying in another apartment other than State House.
In case one is not ready to be accomodated in State House, the noble thing to do is to recuse himself or herself reaching out to the Office of Presidency.
- USING NATIONAL RESOURCES FROM THE TREASURY IN IMPROVING AN ALTERNATIVE APARTMENT FOR THE PRESIDENT.
Movement for Promoting National Values and Principles (MPNVP) hope and pray that the said Road, Mode of Communications, Security features and Electricity Generators being installed at Community House are personal initiatives coming from private coffers and not from the national treasury.
It is not anywhere within the Zambian Legislature furnishing a private property using public funds when the official residence remain unoccupied. Everyone who is involved in approving such projects will be held accountable and we will demand for the refund of all the monies spent on refurbishing Community House.
- ALLOWING CADRES TO BE MANAGING STATE HOUSE AND INTRUDERS TO BE GALLIVANTING THE PRESIDENT'S RESIDENCE.
We have been observing with concern some individuals serving at State House, Community House and some visitors who access our Republican President. As earlier alluded to, the President is not a private person. He is a special property of the State and we are entitled knowing about everybody surrounding him and anybody accessing him.
Even when the President is travelling on an official trip, the general public deserve knowing why some individuals are part of the entourage. We are aware about some individuals based at State House running some private Online sites. These are the same people who are managing the official Website for the President.
From time to time, the Presidential Website is tempered with and some unscrupulous people are always stalking it. Even before the President makes some pronouncements on some national matters, some known Cadres are privileged accessing classified information and unfortunately end up favouring people of their choice.
- SELLING OF A PRESIDENTIAL JET.
As a Country we are becoming extremely worried looking at the style of leadership being exibited by the UPND Government. A Presidential Jet is not a personal property neither does it belong to President Hakainde Hichilema. The New Dawn Administration must not succumb to using emotions, feelings, sentiments and national assets like a Presidential Jet must not be used to score personal vendettas.
We are aware about questionable transactions and inflated figures in the procurement of the aircraft but the same does not make the plane unfit to remain a Government property. If President Hichilema does not want to ride in the Presidential Jet as he promised during campaigns, the Plane is the State Property and let others come and use it after he leaves office.
The Country must not be run like a Sole Business or a Kantemba. No one possesses absolute ownership for running affairs of the Country.
- ALLOWING USA SETTING UP A MILITARY BASE IN ZAMBIA.
It is our earnest prayer that the report about setting up a military base by the United States of America (USA) remain a rhetoric, clude and unfounded claim. No single individual must assume Authority and a responsibility allowing a foreign nation to establish such a gigantic security measure without the consent of the citizens in this case Parliament.
We must never put implicit and explicit trust in people who do not belong to our Sovereign State. It could be regrettable if the New Dawn Administration has gone aheard allowing USA setting up a Military base in Zambia without the knowledge of our Security Wings.
No wonder it is becoming increasingly difficult for President Hichilema running affairs in the Country because his Authority is being usurped.
We may wish going ahead listing a number of serious Maladministration of approved protocols. We fear overwhelming the general public with administrative anomalies!
It is due to the aforementioned details and several unmentioned incidences that those working under the Office of Presidency feel that their duties are usurped and that the President is lacking confidence and trust in them. It is a very dangerous scenario dumpening the zeal and morale of those entrusted to look after us.
Unknowingly, President Hakainde Hichilema could be digging his own deep pit. It is important to instill confidence, trust and appreciation in people that we are working with. The Office of Presidency is such an important and Indispensable Institution in any Country.
It is not too late for President Hakainde Hichilema straightening the wrong. It takes humility, reasonableness, a yielding attitude, remorsefulness ( A deep sense of regret), liberalness and understanding realizing where we are going wrong.
As an Organization Promoting National Unity, Ethics, Patriotism, Good Governance, Democracy and Constitutionalism we wish to challenge the New Dawn Administration to put things in order and realize that one day they will be held accountable for every action they are taking!
